If you are using the free app, deleting Lightroom from your device deletes the images and presets that were inside the app. You will need to either restore from a backup where your images and presets still exist, or otherwise you will need to import photos again, and recreate presets or import them again if you bought them from a vendor that sells presets.
One benefit of subscribing to Lightroom is that your images, edits, presets, etc., are all safely backed up to the cloud storage. If you are a paid Lightroom user, simply signing in again should show you all your images and presets.
