My understanding is that all profiles, Adobe's and others, should sync automatically between LR CC on my desktop and my Android devices. The only profiles I see on my Android tablet and phone are Adobe's, not those created by others. Nor do they appear in the web application lightroom.adobe.com. Syncing of photographs is working. Is there some setting or action that I am missing?
Have you tried using the Import dialog within the Lightroom CC application itself? (It's either in the File Menu or/and in the Browse Profiles menu). If that won't work maybe delete the existing one first and try again.

Hi charking,
Sorry that you're facing trouble while syncing user presets between Lightroom CC on your desktop and mobile.
You might have to Migrate the new/updated presets to Lightroom CC manually.
Could you please refer the suggested solution in this FAQ section here How to install Presets and Profiles in Lightroom CC and let us know if that helps?
The new presets and profiles that you will install in Lightroom CC desktop will automatically sync with Lightroom CC on mobile.
Thanks,
akash

My problem is not with Lightroom CC.
Following instructions I received with one purchased package of profiles, I placed those and some other free profiles in the directory C:\ProgramData\Adobe\CameraRaw\Settings. They then appeared in Camera Raw, LR Classic CC, and LR CC as expected (the latter, I believe, as migrations from LR Classic CC). My problem is that they do not migrate from LR CC to my Android devices. I have three of these, two tablets and a phone, and each has a different version of the Android OS; so I don't believe it is an Android problem.
Nor do they appear in the web application lightroom.adobe.com which I believe is significant; I'm assuming that they should appear here first before being being moved to my Android devices.
I noticed that the Adobe-supplied profiles appear in two or more different directories on my C: drive, so I played with different placements of the non-Adobe profiles to no avail. Thinking that these multiple directories could be leftovers from earlier versions and possibly the source of my problem, I reinstalled LR Classic CC and LR CC, but the problem persisted.
If the profiles are in LR CC, why are they not migrating to my Android devices? That is the question. What in my implementation of LR CC is stopping them; is is it some other issue with my system getting in the way? Can I install them directly onto the Cloud? I am on the verge of doing a complete reinstall of all my software to see if that solves the problem; but that is a lot of work and expense and I'm not quite ready to do that. However, I worked in the IT industry for over 50 years and have seen many strange and wonderful things (bugs) so I would not be surprised if something else is in play here.

Initially when I purchased my profiles back in April, putting them in the directory C:\ProgramData\Adobe\CameraRaw\Settings made them available only in LR Classic CC. To get them into LR CC required the import step. Then in a later version of LR CC, when the profiles were available in LR Classic CC, they were also automatically available in LR CC without the import step. From the documentation I assumed they should also be in LR CC on my Android devices.
Wrong! Or, at least, in my case.
As suggested in the last response to my postings, I had to use the import dialogue in LR CC to bring them back into that software, even though they were already there, in order to force a sync to both the Cloud and my Android devices. Before that would work, I had to turn off their appearance in the list of available profiles and then turn it back on after the import. If this is to be the norm, I think Adobe should make their documentation clearer.
Thank you, selondon.
