Transfer pictures to new phone

I'm using the free Lightroom App.

How do I transfer the edited pictures and the presets to the App on my new phone?

Using the free version of Lightroom Mobile does not sync any photos or presets to the cloud. Only the paid version of the app stores images, edits, and presets in online backup.

If you have an iTunes/iCloud backup of your phone that was made when you still had all the photos and presets, restoring that backup will also restore Lightroom to its previous state with the photos and presets included.
