If I understand the question, you would need to export the photos from Lightroom (individually) to the local hard-drive, and then with Photoshop- Ps MENU: Files > Scripts > [Load Files into Stack].

The Cloud version of Lightroom does not have the facility to [Open as Layers], as does Lightroom-Classic.
