Can I edit photos in Lightroom on two devices at the same time? If yes, how does it work if I edit the same photo on two devices?

You can, but the result will be unpredictable. Lightroom will not sync any changes until you move to the next image or go back to the grid, so the device that does that last may overwrite (some) changes that you made on the other device.
