unable to import photos to lightroom

need help. ive been trying to import photos from my computer to lightroom, but when i select add photos a message comes up saying " unable to copy photo". although when i restart the app it allows me to upload 7 photos at a time and then give me the message again but with 7 less photos to upload.

Is your system disk close to full by any chance? Make sure you have at least 25% of free space on your startup disk

Nope. Pictures only import 10 (at most) at a time . I have to keep restarting the app in order to upload all of my pictures.

Yes. But all my files are raw format and I've been using creative cloud desktop app. 

 

I will say this was happening around Christmas too, but when I updated the "camera raw"  app it fixed it the importing error . But now its happening again .
