I have version 10.2.1 of the Lightroom Mobile app for Android on my phone and I save all Album content locally. That content is shared collections from LrC.

In Lightroom, go to menu > Local Storage > tap on the 'Details' dropdown to see the number of caches Lightroom holds on your device. You can save a few additional albums offline, verify if the Photo Cache grows, and verify when the albums become unavailable next time.
Let me know how it goes. Thanks!
