What is the point in keeping an adobe subscription when lightroom is laggy to the point I can't even use it? I have tried troubleshooting everything, even changing my graphics driver software over to studio, I've tried dedicating all my ram, it takes up 96% of my GPU and my PC isn't exactly cheap.

Knowing which version of Lightroom you’re using and when the lag tends to happen—like if it kicks in after using a certain tool—would really help. Desktop lightroom, updated - the lag is terrible when I try to mask, to the point where I have to close my app, I don't understand why I have to pay for software that doesn't work and doesn't get updated properly, i've tried it on multiple computers.
I've tried everything the internet suggests, I even factory reset my computer.

Opening lightroom on the web has no lag at all but it's not as good as the app.

Thanks for sharing your System Info — your setup looks solid to me and definitely capable of running Lightroom smoothly. I haven’t run into any lag when creating masks myself, so it’s a bit odd that you’re seeing this.
Could you try booting your machine in Safe Mode? That can help us figure out if another app or maybe even some malware is interfering with Lightroom.
Also, if you haven’t already, resetting Lightroom’s preferences might be worth a shot. Here’s how to do that:

I've booted my machine in safe mode, factory reset my pc to make sure there's nothing lying i nthe background and reset my lightroom preferences. Nothing has worked so far.

When you log in to Lightroom Web, could you check the left side of the screen near the Deleted section and see if there is a Sync Issues category? If you find any files there, try noting the file name, make a small edit or add a tag, and then give it a little time to see if the changes sync to the cloud.
Please make sure you have backups of the original images in the Sync Issues section. Once that is done, you can clear out anything in the Deleted section. After making these changes, let Lightroom run for at least an hour or two so it has time to catch up and settle.

I contacted adobe support, they tried a remote fix by accessing my computer, they made the lag worse. They reset my lightroom preferences
