Unfortunately you cannot. All the panels are contained in one window.

It would be great that Lightroom CC would have a dual screen feature.

Where can we vote on that, now that feedback.photoshop.com is closed ?

A very frequently requested feature for years but not implemented yet. Of course Lightroom Classic does this just fine so if you need it, consider Classic.
