Why can’t I edit or export images from over a year ago?

Why can't I edit or export some of my photos? I've noticed it's happening on photos from over a year ago. I am starting to freak out. I'm on Lightroom Mobile. The only options showing are "invite people" and "get a link" and if I click those it does nothing.

it seems like the image hasn't been correctly loaded yet.
If you tap on the cloud icon, what can you see then?
