I noticed that issue using lightroom on a Samsung Galaxy tab S7.
While importing photos, lightroom checks on previously added photos to find any duplicate and if so it will skip import of the duplicate content.
The apps checks only by filename, in any case by file size or exif information.
So if you have 2 different photos bearing the same name (taken at different times), only one will be imported since the second will be considered as a duplicate of the first one.
Either you consider file size since the file date might be erroneous, or read that beautiful exif information and figure out that they are different.
