Create Preset option disabled in Lightroom App

 I purchased a preset pack and am trying to create the new preset in my mobile Lightroom app but the "Create Preset" option is disabled. Why? and How do I enable it?

Not sure the format but I know it was designed to be imported into lightroom and that's what I did.  What actually worked was to turn off my phone, then back on. The Create Preset option was enabled. Not sure why it worked, but it did.
