How do I rearrange images within an album on the iPad

I would to arrange my photos in a specific order.

Select the album so that you are in grid view, tap on the three dots icon at the top right, choose "Sort By...." and select Custom. Then tap on "Edit" alongside the "Custom" name and you'll be put into the custom ordering mode. Long press on images to drag and drop them into the desired order, tap on "Done" when you've finished.
