With classic LR, I can create a photo album and have it sent to 3rd party service for printing it at a price. Does LR for iPad support this? If not, is there another Adobe app I can use on my iPad to send out a photo album for printing?

Not that I am aware of, although I believe Lightroom Cloud Desktop has a few for the US market.
Don't forgot of you are syncing Collections from Classic to iPad, the photos will be lower res Smart Previews and probably not high enough quality for print.
