with a subscription on  google play store i can buy premium features of lightroom cc with a price of 4.99

But Creative cloud features are included in this subsription on play store??

The premium features include advanced editing capability, but not the Creative Cloud service. You’d need to subscribe to a Creative Cloud plan for that (which would also include all the premium editing features).
