hi I had a Samsung phone with the light room app. Do I need to repurchase the app if I'm switching to an iphone?

Since you are switching from an Android phone to an Apple phone you will need to Repurchase the App.
If you were going to stay with the Android system you would not.
This has nothing to do with Adobe but with the different App Stores, Google Play and iOS app store.
