Add button and Add photos greyed out LR CC - Version 2.2

I have just installed the above onto my Windows 10 laptop at work. I had used Lightroom desktop previously but due to work guidelines i have had to purchase 'CC'. I had removed LR desktop and preferences before installing CC. However , and i have already deleted the preference file by holding down shift-alt at startup and rebooted 3 times, the import button and the add photos menu items are still grayed out. At a loss as what to do next.

Check to make sure that you are logged into the Creative Cloud desktop app, and also that you are signed in to the LR CC app (see the Help menu).
