adding photos in Lightroom

I just downloaded Lightroom (free through adobe creative cloud from my university) and it won't let me add photos. The plus sign is grayed out and I can't do it through File either. I can't really find the right problem/solution on google, so if anyone knows anything please help!

There may be restrictions added by the administraor, so maybe check the them.
