Not from that description. We need to know what type of computer you are using, what operating system, and what you mean by, "not operating properly". A full description of the problem as well as any error messages would really be helpful. The more information you can provide, the more likely it will be that someone will be able to help you. It would also be good to know the exact version number that you installed.
If you downloaded Lightroom from the website in the link you provided, that is NOT the official Adobe website. Did you register with your Adobe ID and password? Do you have the Creative Cloud Application Manager installed on your computer? Did you use it to install Lighhtroom?
