Adobe Lightroom Not Working?

Both my Adobe Lightroom desktop and web are not working. Whenever I open the application it just says that lightroom just needs to clean some things up for me and that it needs to restart. Once it does the restart process, it just says that it needs to do it again, again, and again. It just won't start working for me. I tried deleting the app and reinstalling it but it still does the same thing. I was just wondering if anybody could help me with this problem.
