Can't access Presets in Lightroom Desktop

I just purchased Adobe Creative Cloud, however for some reason I am not able to access the presets:

Hi there,

Sorry that you cannot access the Import presets menu in Lightroom desktop.

It seems that you have not imported images to Lightroom desktop yet. Please import a couple of images and then try importing or accessing the presets in Lightroom.
