Can’t upload photo to edit

I have been trying to upload a photo from my phone camera roll to edit and when I select the photo, there's a circle that shows up as if it's loading but then nothing happens. 

I've never had an issue before...I've tried closing out the app completely and restarting but nothing happens.

I've had this occur a couple of times and find that logging out and logging back into my account helps.
