Cannot find Develop Module in Lightroom CC

I downloaded Lightroom CC for Mac. Version 2.1.1. The Build shows as 20181211-1217-31970e4

It is running on a late 2012 Mac 21.5-inch iMac under Mojave 10.14.3 Beta

I am unable to *find* the develop module, much less open and use it.

Could someone please help me out?

There is no develop module in Lightroom CC. In Lightroom CC it is called Edit. The Edit icon is in the upper right corner and looks like lines with marks on them. Or you can select an image and use CMND-E to go to the Edit tab.

Lightroom Classic CC is the older application with the Develop Module.
