Cannot share to portfolio from Lightroom CC

Whenever I try to share to portfolio I get this error message

...but the photos are synced

I use lightroom cc 3.2.1 on macOS 10.13.6

 

This looks like the same issue reported by https://community.adobe.com/t5/lightroom/photos-not-synced/td-p/10805744?page=2

I was hoping to trigger "everything" from LR, but I understand that this is not how it works. Perhaps this could be for a future improvement or perhaps the error message could be improved to be clearer.
