My external hard dive with my photos is knackered.  I have a back up drive with the same set up but how do I import photos from backup without losing the edits on my photos?  Can I change to the back up ext hard drive in Lightroom?

Are you using Lightroom CC? You must already have photos imported into Lightroom if you are worried about keeping edits. If you are using Lightroom CC, all of your photos are in a cloud. There is no reason to re import anything.
