Creative Cloud Subscription - Mobile App?

I have recently subcribed to the creative cloud for the use of LR and PS which I will use on my computer.  I have downloaded the LR mobile app and it is a decent and basic photo edior. My question is, can a subscriber use these apps on a mobile device? If so, shouldnt we be able to download app, login to prove we subscribe, and then have full access to all edting tools on our device? Help! Thanks.

If you have one of the Photography Plans then full use of Lightroom Mobile is included as part of this, using the same login credentials.
