Hiding album from all photos

Under All Photos, there should be a feature that would be able to exclude photos from certain folders. A drop down menu of the folder structure with checkboxes to include/exclude/all folders would be nice. Some images is not something I need to see when I browse all images, so would be less cluttered if I could have an option to exclude some folders. Is there a similar feature hidden somewhere in Lightroom CC?

No there isn't unfortunately but that's because All Photos is your entire Library where the Photos actually live.

The Photos in the Albums are just really aliases of these.

The best place to request features and report bugs is on the following forum, which is monitored by the engineering team:
https://feedback.photoshop.com/photoshop_family/categories/photoshop_family_lightroom_cc

Doesn't hurt to add a feature request there.
