Lightroom and Hard Drive

I want to use the Lightroom People View option to discover my photographs of persons from my external hard drive structure. It appears that I have to first load all pictures to the cloud for using this feature. Can I use the Lightroom 2020 People View feature to work with the external hard drive folder structure without having to cloud?

No. Lightroom only works with imported photos that get stored in the Cloud.
