Lightroom CC cloud sync issue

I have Lightroom CC from the beginning and never delved in the Classic version. My mobile Lightroom, Desktop LR and web LR are all showing that they are synced and backed up yet any changes that happen do not sync to any other device. 


I have tried deleting the sync issue pictures, resetting and redownloading on all platforms, signing out and reinstalling through the Creative Cloud but nothing seems to work.

 

If anyone could give me some insight to get this working that would be much appreciated!

Negative. All aspects of LR and devices are updated. Windows released an update recently and unsure if those effected the cloud or anything being able to sync all devices.
