Lightroom not loading (even after uninstall and reinstall)

Hi Adobe Community, 

 

I'm unable to use Lightroom, even after I tried un-installing and re-installing it. When I try re-opening it, it just "loads" for hours. I've checked to make sure it's updated, and that my account is paid for, etc. This puts me in a sticky situation as I'm trying to process some photos for a presentation, not to mention how much the monthy fees are!

 

Any help or pointers would be greatly appreciated.

Is this Lightroom, the newest Cloud Centric version, or Lightroom Classic, the traditional desktop version?

Hi, I think it's the Cloud version , though I access it within my applications on my Desktop. Its version 2.4.1
