Migrating Photos library on external drive to Lightroom issues

Hello, 

 

I am attempting to migrate from Photos to Lightroom. The initial migration failed because there was not enough hard disk space. I moved the Photos library to an external, deleted the library from the computer, and set the Photos library on the external to be the System Photo Library, and then attempted to migrate again. 

 

The migration still failed. Photos is not open. 

 

The failure message asked if I wanted to "check again" (or something, I dont remember the exact CTA) so I clicked that, hoping to restart the process. 

 

I now do not see any evidence of a pending or active migration, but when I attempt to quit I get a message that "A migration is in progress. Choosing to quit at this point may cause issues with your migration. Are you sure you want to quit?".

 

Where is this migration? How do I see any progress? 

 

System: macOS Catalina 10.15.5
