problems with lightroom presets

I cannot install new presets to Classic.  These are for the most part downloads from PHLEARN. INSPITE OF NOTICE. THIS PROBLEM HAS NOT BEEN ANSWERED.

Is it safe to uninstall Classic and download it again from Creative Cloud and see if this allows me to install develop  PRESETS.

MOST OF ALL I HAVE ABOUT 11,000 IMAGES AND MUST NOT LOSE ANY OF THEM.

I am speaking of Lightroom Classic, ver 7.4
