You cannot remove a Catalog in the Cloud-Based Lightroom.

There is a local library but if you delete this, the photos that are in the Cloud will just re-sync down.

Are you just wanting to delete all the photos that are stored in the Cloud?

Go to http://lightroom.adobe.com, then click on your account, choose "Account Info". You'll see an option labelled "Delete Lightroom Library" which will delete everything from the cloud.

This will delete everything from then Cloud.... I assume and Presets also but I'm not quite sure. Make sure you have a back up of photos and edits in required.
