Sync issues with edits between Lightroom desktop and all other versions

My Lightroom desktop app has my photos and their edits exactly how I want them. But when I go into Lightroom Classic, Lightroom Web, or any of my mobile apps, some photos don't have those edits (shown below). When I look at the cloud icon for one of the photos where the edits weren't synced, I get the error message shown below. If I export the edited photo out of Lightroom desktop as a JPEG (one of the "problem" photos in the other apps), there are no issues with photo. It shows exactly as I want.
