when I go to develop module the photo is tagged with "the file could not be found. How do I fix this?

That indicates that you have moved the photo or deleted the photo, and didn't use Lightroom to do it. Consequently, Lightroom has the preview that it created but doesn't have access to the image anymore. You can go to the library module and right-click on the image and choose the option to find missing file or update the folder location and see if you can point Lightroom to where the image is now located if you know where the image is.
