I have my own rigged charater so I uploaded on Mixamo and applied animations.
It seems work well on most bones but head and neck are just seem stuck.
I actually found Mixamo sample character which has same problem with my charater.
It's Doozy.
If you see it's Header Soccerball animation, it barely moves it's head and neck.
I tired adjust bone positions, orientations and anything I can do with my rig but had no luck.
Can anybody help me with this?

I'm adding more about this problem.
Like in the video, any type of animations with head rotation have this problem.
It just seems stuck. I tried download it and checked on Maya, I found head joint actually rotates but value is only around 1~2 so almost no visible changes.
Any kind of help will be appreciated.

head tilt needs a models with an actual neck to work correct by default but you can just adjust it yourself in Maya, Blender or whatever you use

My character definitely has neck bone.
And same for Mixamo's 'Doozy'.
