Anchor links "snap" on lower breakpoint instead of easing in ...

Hi, I am working on a responsive one-pager with fixed width. On 1200 px my anchor links ease in smoothly, but on 960 px they "snap" at once to the linked theme. How can I change that?

I only finished breakpoint 1200 and 960 yet. Lower breakpoints are in progress ...

Have you downloaded this theme from somewhere?

it looks like they have made some settings for the smooth scrolling in the larger breakpoint and it is not getting replicated in the smaller one.

Could you please send me your .muse file so that I can have a look at it and suggest you the best solution.
