I have found a simial issue with Photoshop in this thread - PS 2017 has become unusable

This did not help me. I repair Microsoft Visual C++ 2012, 2013, 2015. When I rename Plughplug the program can not find it...

Are you using any plug-ins with Adobe Muse? Can you try uninstalling the plugins or extensions and retry?

I do not use plugins. I reinstalled windows twice and put only a pure muse. I tried to install on windows 8.1 and windows 10. The problem was similar.

I assume that the plugplugowl.dll in your system is corrupted.
I have got an idea, let me share the same .dll file which is located in my system with you.
I have shared the file with you in a private message.
Just replace it with your's and see if it works.

I bought a new laptop 5 days ago. Running the muse was there for the first time. I installed photoshop, etc. They work well.
