Entirely depends on what you mean by "progressive web app". Just throwing around hip slang isn't going to yield a satisfying answer, you know. It's all in the details.

Not sure you understood the question. The OP requested info about a "web app", not a static binary app, which translates to something involving a web server, after all, i.e. a CMS-based web page.

I have taken muse code and used it with Adobe Phone Gap to make an app. It was pretty limited, but it worked enough to test the concept. I ended up coding it in Dreamweaver in the end though.
