#1 You need a PAID Creative Cloud ALL Apps plan.

#2 You must check the box to Show Older Apps in your CC Desktop Preferences.  Avatar > Preferences > Apps > Settings. 

 

If you're on a Teams/Enterprise plan and your company policies permit you to have discontinued software, contact your IT dept.  Your plan admin will need to create a custom package for you.
