If you want to use PNGs (in spite of longer load times), don’t forget to deselect the option „Convert opaque PNG to JPG“ in „Site Properties/Content“.

Blurriness of images is normally a problem of not knowing, how Muse handles images and what the user is able to do to preserve image quality.

Please read these links very thoroughly:

If these informations don’t help, please do the following:

Place one of your „misbehaving“ images into a newly created .muse document and upload this document, together with the original(!) image to Dropbox, Creative Cloud or a similar file sharing service and post the download link here. hi. thanks for the help. i carefully read over each of the threads, and tried the recommended steps however, i am still running into the same problem. for example, one of the images i need to add is an icon which is 24px x 24px, no matter what i do the image remains blurry. any idea how to add smaller images and retain image quality and clarity?

You have no chance, if you downsize a bigger image to this size. This is a physical fact and there is no way out – except: Using a vector SVG.

Interestingly enough jmurph2591, about a month later, Adobe posted this link regarding an error in Illustrator exports to png formats. I was having the same situation with png files — transparent or opaque version. Adobe's latest release of Illustrator resolved the issue for me. Now, my pngs are sharp and clear no matter what size they are scaled to within Adobe Muse.

As per Adobe posting November 2, 2017.

"This issue has been fixed in Illustrator CC version 22.0.1. Upgrade to the latest release of Illustrator to resolve it."

This  is not the issue of this thread.

You are talking about bad quality source images exported from illustrator.

This thread deals with bad quality images, when published from Muse. How to resolve this problem, I described in detail in post #1.

The issue, which the initial posted had, was loss of image quality, when reducing an image to the size of 24x24 px. Without using a vector format this won’t be technically possible in any application. Reducing image size alway will be connected to quality loss – especially, if you downsize it to 24x24 px.
