Hey leeg,
Could you please describe your issue with some visual references like a screenshot?
It will help us get to core of the issue.

Do you create a HiDPI site? ("Site Properties/Resolution“)?

See attached.
This is just one sample. It seems that no matter what logo we bring in with
type it gets pixed. It doesn't matter whether we bring it in as a jpeg,
svg, png or any format the Muse allows. This is recent we did not have this
problem previously. I followed the procedure for SVG still didn't work.
What is going on with Muse, as soon as we create a response site there is a
n issue one we start reducing the site. Starting at 1250, the logo is clear
as soon as it reduces it goes bad.

See attached? Nothing attached.
And is it a HiDPI site or not?
And: „Files reduced in size“ are a different issue than getting „pixed“.
I think you should do this:
Give us a .muse file with nothing but one of these „misbehaving“ images upload this small .muse file together with the original image to Dropbox, CC Files or a similar file sharing service and post the download link here. The we can have a look.
I have no real idea, what your issue is (perhaps you should spend a little more time in describing it,
but maybe my answer in this link helps: https://forums.adobe.com/thread/2371157
