This is not a bug!
Muse optimises images breakpoint-wise. Not the number of images in your „images“ directory, but the size, which corresponds to your breakpoints and devices. Or do you want, that a heavy HiDpi desktop image has to be loaded, if someone visits your site on a small smart phone device?
So, in short: Your site doesn’t become "heavy“, it becomes light.

But is there any way to avoid it?

No, not really. And be lucky about that! Or do you want the visitors of your site to leave it due to enormous loading times?
But there is sort of a way to reduce the number(!) of exported images:
Don‘t use breakpoints and/or don’t place images, but fill rectangles with them. Then, only one image will be exported. But this will logically be connected to layout and SEO restrictions and — of course — extended page load times.
