If you're on Windows, close Muse.  Disconnect your computer from the Internet.  Open Muse.

After you enter your FTP details, you may connect to the Internet.

I cannot open Muse in CC when disconnected from the Internet.

Is there a way to download Muse on to the laptop?

Installing on laptop is the exact same process as installing on desktop.  Download & install Creative Cloud app followed by other apps.

Under Preferences (avatar), select Show Older Versions.

 

NOTE:  If you're on a Teams/Enterprise plan, contact your IT dept for assistance.
