I have a client who (for whatever reason) does not want the nice scrolling effect when you click on the menu and the website jumps to the anchor point? Is there a way to turn this off so it just jumps to the anchor and not scroll through?

Cheers

No. If it is a one page layout. You would need a new page if it should not scroll. You could check the transition speed.

Unfortunately not out of the box. Search for acnchor scroll. Maybe you find free one.
