From XML to visual site map

Can Muse take an XML site map and convert it to something visual?

We'd like to use the site map to visually see the content structure, investigate moving things around, etc. Wondering if Muse will import our XML file and allow us to drag and drop.

If not, is there another Adobe tool that would do that?

No.   Muse is not a code editor.   Besides,  an XML site map is for search engine robots to crawl your site.  It's not intended for humans.   If you want an interactive site map for humans, you should generate a separate site map in HTML code.
