HELP: How do you create scroll bars on specific objects ?

I've been trying to do this since 3 am and asked a design teacher if they knew how and they did not.

I'm trying to do something like this:

There are many at musewidgets.com together with subscriptions.

Contact the vendors, showing your example and see if somemof them get back to you.

It´s also a good test, if the support is that what you deserve.
