any one with insights on the bottom sticking menu with such scrolling hover effects?

this other one has also a side navigation that is quite a challenge. Kindly help

How should one realize something like this in a visual web design application like Muse, and how should the GUI look like to build it?

Muse is a quite powerful application, nevertheless you should be very clear, that it definitely isn‘t the suitable application, if you are primarily looking for visual effects. Of course, there are many 3rd party widgets, which try to supply something like this, but, believe me, chances are high, that you won‘t find the exact effect, you are looking for. The only way, which will satisfy you on the long run, is — hand coding.
