Simple answer: You can‘t.
If we try to mimic every gimmick, which we find in the web, there is only one way to achieve this: Learning to coding, and collecting experience and deep skills for a long, long time. Then you might succeed in building a site like that. And when you are ready, you’ll see, that you aren’t, because you‘ll find thousand new visual effects out there in the web, which are much more cooler As the ones you‘ve actually coded.

Muse is a quite powerful application, nevertheless you should be very clear, that it definitely isn‘t the suitable application, if you are primarily looking for visual effects. Of course, there are many 3rd party widgets, which try to supply something like this, but, believe me, chances are high, that you won‘t find the exact effect, you are looking for. The only way, which will satisfy you on the long run, is — hand coding.

Both links you provided were made with Instant Magazine, an online publishing platform. If you google 'digital magazine' you'll find lots of companies offering the same kind of experience. Some expensive, others cheap or even free.
