How do I make a gif activate ONLY when the user scroll down to it and it is visible.

I hope someone can help.

I am having trouble making a gif (which I have made on photoshop), play at the point where the user scrolls down to it. It is sitting at Y 3289  and when you scroll to that point it has already animated. Is there a trick that I am missing?

This is not possible to do with gif. Create html5 animation in Animate CC and use it.
